Competitiveness and Innovation Framework

The EU Council of Ministers has officially approved the Competitiveness
and Innovation Framework Programme (CIP) at a meeting in Luxembourg.
The Transport, Telecommunications and Energy Council accepted
all of the amendments put forward by the European Parliament earlier
this year.
The CIP aims to promote innovation and foster the competitiveness
of European businesses, particularly small and medium sized enterprises
(SMEs); accelerate the development of a sustainable, innovative
and inclusive information society and promote energy efficiency
and new and renewable energy sources.
The programme will run from 2007 to 2013, and have
a budget of €3.2 billion, part of which is set aside to promote
eco-innovation. It is designed to be complementary to the Seventh
Framework Programme for Research and Technological Development
(FP7).
Commission lays out SME measures for
next funding period. At a half-day conference in Brussels
on facilitating SME access to EU programmes on 11 October, Commission
Vice President Günter Verheugen, responsible for enterprise
and industry policy, said: 'We have paid particular attention
to SMEs when designing the new EU programmes for supporting entrepreneurship,
innovation and research in line with the 'Think small first' principle.
As a result, SMEs' access to EU funding will improve.' More

risk capital investment in SMEs. More

The European Commission has revised its guidelines on state aid
rules to improve access to risk capital investment by small and
medium sized enterprises (SMEs). Stakeholders have welcomed the
new rules, which they say will significantly help boost innovation.

The new “Competitiveness and
Innovation Framework Programme” (CIP) adopted by the European
Parliament. Between 2007 and 2013, some 350,000 small and
medium-sized enterprises (SMEs) will receive € 3.6 billion
in EU support to invest in all forms of innovation and growth.
The new programme will support actions to help enterprises and
industry to innovate. It will also boost energy efficiency and
renewable energy sources, environmental technologies and a better
use of information and communication technology (ICT). The final
adoption in Council will follow in the coming weeks. More

Public consultation on transnational research
cooperation and knowledge transfer between public research organisations
and industry. The Research Directorate-General,
in cooperation with the Enterprise and Industry Directorate-General,
is consulting stakeholders on their needs in relation to transnational
research cooperation and knowledge transfer between public research
organisations (PROs - including universities, polytechnics and
other public sector organisations involved in research, etc.)
and industry and on possible actions in this field. The consultation
will be open until July 19, 2006. More

No need to chase idea of Joint Technology
Initiatives, Potocnik tells Technology Platforms. While

Foresight project FinnSight 2015 to
final straight. Last year, the Academy of Finland and Tekes
launched the first Finnish foresight project on science and technology
policy, FinnSight 2015. It examines changes in the operating environment,
specifies challenges in the development of research and innovation
activities, and identifies the key competence areas of Finnish
science, technology, society and business. The results of the
